BC Assessment - Sauder School of Business Education Partnership

The Sauder School of Business Real Estate Division in partnership with BC Assessment, has developed a new education stream for individuals working in the assessment industry. This program has been created in cooperation with BC Assessment and is designed to address the learning needs of BC Assessment employees throughout their careers. The program ladders into the Certificate Program in Real Property Assessment, the Diploma Program in Urban Land Economics, and BBRE.

BC Assessment career advancement stream

Appraiser I: new Appraisers must complete within 12 months of starting at BC Assessment:
BUSI 330 Foundations of Real Estate Appraisal

Appraiser II: eligibility for reclassification as an Appraiser II requires 24 months experience as an Appraiser I and the following 6 additional courses:
BUSI 121 Foundations of Real Estate Mathematics (those enrolled in the PGCV program are exempt)
BUSI 331 Real Estate Investment Analysis and Advanced Income Appraisal
BUSI 401 Commercial Property Analysis
BUSI 442 Case Studies in Appraisal I
BUSI 443 Foundations of Real Property Assessment and Mass Appraisal

Plus one of:
BUSI 344 Statistical and Computer Applications in Valuation (when following the DULE Program with the Assessment Specialization)
BUSI 452 Case Studies in Appraisal II (when following the DULE Program with the Appraisal Specialization, AACI Program or PGCV Program)

Senior Appraiser: eligibility to apply for these positions requires 4 years appraisal experience, 2 additional courses (below) plus a recognized valuation professional designation (REIBC or AACI):
BUSI 499 Income Property Guided Case Study Course (AIC ICI Demonstration Appraisal Report)

Plus one of:
BUSI 344 Statistical and Computer Applications in Valuation (when following the DULE Program with the Appraisal Specialization, AACI Program or PGCV Program
BUSI 444 Advanced Computer Assisted Mass Appraisal(when following the DULE Program with the Assessment Specialization)

Professional designation completion options

Advancement to Senior Appraiser at BC Assessment requires either the AACI or RIBC professional designation.

Appraisal Institute of Canada, AACI Designation
Option 1: Post-Graduate Certificate in Real Property Valuation (PGCV): aimed at business degree graduates; the courses in the BC Assessment Career Advancement Stream complete all courses for the PGCV, also meeting the AACI education requirements.

Option 2: AACI program: courses noted above plus:

BUSI 101 Capital Markets and Real Estate (macroeconomics)
BUSI 111 BC Real Property Law and Real Estate Ethics
BUSI 293 Introduction to Financial Accounting

Real Estate Institute of BC, RIBC Designation
Diploma Program in Urban Land Economics: meets RIBC education requirements; BC Assessment recognizes appraisal or assessment specializations.

Option 1: Appraisal Specialization: must complete the courses in the BC Assessment Career Advancement Stream (with BUSI 452 option) plus:
BUSI 100 Micro Foundations of Real Estate Economics (microeconomics)
BUSI 101 Capital Markets and Real Estate (macroeconomics)
BUSI 111 BC Real Property Law and Real Estate Ethics
BUSI 300 Urban and Real Estate Economics

Option 2: Assessment Specialization: must complete the courses in the BC Assessment Career Advancement Stream (with BUSI 344 and 444) plus:
BUSI 100 Micro Foundations of Real Estate Economics (microeconomics)
BUSI 101 Capital Markets and Real Estate (macroeconomics)
BUSI 111 BC Real Property Law and Real Estate Ethics
BUSI 300 Urban and Real Estate Economics

Certificate in Real Property Assessment

BC Assessment staff may also earn the Certificate Program in Real Property Assessment as they progress along the BC Assessment Career Advancement Stream. This 5-course Certificate requires completion of BUSI 121, 330, 344, 443, and one of BUSI 331 or 444. Completion of the Certificate also meets the educational requirements for the International Association of Assessing Officers (IAAO)’s CAE, MAS, and RES designations.
