People, Process & Performance, Vancouver Fraser Port Authority

Parm brings 20+ years of HR, change management, and business optimization experience at a global level within highly complex, large-scale public and private organizations.  Looking through a strategic lens while weaving in a people-centric approach has enabled Parm to deliver award-winning innovations in practice and process, which have created sustainable long-term growth while unlocking critical short-medium term people and performance goals.

Most recently, she was Executive Director People & Culture at Vancouver Coastal Health Authority, where she led VCH’s transformation into a values-based organization by developing impactful and engaged teams and implementing systems, structures, processes and multiple award-winning HR programs.  Parm was also the people strategy lead for the largest-ever vaccination campaign in history, ensuring COVID-19 vaccination clinics were staffed by partnering and collaborating with unions, multiple sectors, industries and professions. Parm increased leadership capacity and team performance organization-wide while garnering respect for her creative approach, effective communications, her systems thinking, and how she effectively partnered across the organization to further the mission and goals of VCH.

Prior to VCH, as Vice President of Global Strategy for Pierre Fabre Group, a French multinational, she transformed a key subsidiary from a US-market only brand to an international player in 10 countries. By assembling strategic partnerships and coordinating multiple players along a complex international supply chain, the division generated triple digit growth and the brand was taken public on the NASDAQ.

Other experiences include: delivering executive coaching, leadership training, team building and program design to multiple Fortune 500 companies and start-ups; launching a successful business; and teaching at the UBC Sauder School of Business as Adjunct Professor.

Parm holds a Masters of Business Administration in Strategy and Consulting, and a Bachelor of Commerce from the University of British Columbia, Sauder School of Business. She is a keen and lifelong learner and has built a formidable toolkit of certifications in the areas of executive and organizational coaching, advanced change management, project management, process improvement, leadership and organizational development.

During her spare time, she incorporates self-care by spending time in nature and with her husband Jason, and her two active children, daughter Taylor (18), son Ethan (17), and her golden retriever, Charlie.
